Sanctions on Russia by country: which countries have them?

Every country and territory on the map by the sanctions on Russia that apply there (checked 27 October 2026), with the oil price cap coalition and export controls. Russia's own list of “unfriendly” countries has a column of its own: it is the list of countries Russia acts against, not a list of sanctions, and they differ.

What is Russia's list of unfriendly countries?

In March 2022 Russia's government published a list of “unfriendly” countries and territories: mostly countries that imposed or joined sanctions against Russia, such as the EU members, the United States, the United Kingdom, Japan and others; it later added others. It is not the same as the list of countries with sanctions: some are on it without sanctions of their own, and some apply sanctions without being on it. Companies and people from these countries face extra rules in Russia: debts may be paid in roubles into special accounts, and selling a stake in a Russian company needs government approval, a discount and an exit payment. The list is a Russian government classification; the figures on this site measure money moved toward Ukraine or Russia against a world without the war, not political alignment.

By category

Ukraine has sanctions of its own on Russia too; the map does not list Ukraine or Russia as countries.
