Russia's allies? Which countries' money moved toward Russia since 2022

Listed here: the countries whose net, from 2022 to August 2026, is negative: what Russia kept from trade with them, against a world without the war, outweighs their support for Ukraine. Each row gives the chance of its direction. As a share of their economy the table starts with Kyrgyzstan, Libya and Mongolia. Belarus and North Korea, parties to the war, are listed apart.

Looking for Russia's allies? The site does not rate alliances, votes or diplomacy: it measures money, whether each country's aid, trade, fuel and arms since 2022 moved toward Ukraine or toward Russia.

What is Russia's list of unfriendly countries?

In March 2022 Russia's government published a list of “unfriendly” countries and territories: mostly countries that imposed or joined sanctions against Russia, such as the EU members, the United States, the United Kingdom, Japan and others; it later added others. It is not the same as the list of countries with sanctions: some are on it without sanctions of their own, and some apply sanctions without being on it. Companies and people from these countries face extra rules in Russia: debts may be paid in roubles into special accounts, and selling a stake in a Russian company needs government approval, a discount and an exit payment. The list is a Russian government classification; the figures on this site measure money moved toward Ukraine or Russia against a world without the war, not political alignment.

These numbers measure money: aid to Ukraine and the change in what Russia keeps from trade, against a world without the war. Weapons count at their money value: aid at market value when delivered, weapons and troops sent to Russia at the seller's gain where Russia paid and in full where it did not. Votes, diplomacy and intent are not in them.

Ranking · 77

Sorted by “Net” as a share of one year's GDP, from the Russia side to the Ukraine side, 2022 to August 2026. Economies under €5bn of GDP are left out, as in the map's ranking. + toward Ukraine, − toward Russia; more or less: how much more or less Russia kept (taxes and profit, not sales) than in a world without the war; + adds to its support for Ukraine, − takes from it.

Party to the war (with Russia), not ranked

Questions

Who are Russia's allies?

War Balance does not judge alliances; it measures money. Since 2022 the money of 32 of the 77 countries listed is very likely toward Russia; the table starts with Kyrgyzstan, Libya and Mongolia. Belarus and North Korea: party to the war (with Russia). Votes, statements and diplomacy are not in the number.

Which countries support Russia financially?

In money terms, 32 of the 77 countries listed are very likely toward Russia since 2022; the table starts with Kyrgyzstan (10.0% of one year's GDP). For the others it is likely, too close to call or near zero. The figure is how much more Russia kept from trade with each, against a world without the war, minus its support for Ukraine.

Does buying Russian oil mean a country funds the war?

Not the full purchase. What is counted is Russia's taxes and profit above a no-war normal, so a buyer that cut its purchases, or got a discount, can have a net that favours Ukraine.

Are weapons sent to Russia counted?

Yes, for the countries that sent them (see the page on weapons sent to Russia): what Russia paid for counts at the seller's net gain, like a sale; what it did not pay for, in full. Diplomacy is not in the number.
