Ukraine support tracker: aid, refugees and trade with Russia, every country

Support for Ukraine from 2022 to August 2026 for every country, sorted by euros: its own aid (loans at their gift value), its share of EU aid and the cost of hosting refugees, minus money flowing back, each also as a share of GDP and per person. Beside it, the net: support plus how much less, or more, Russia kept from trade with that country than in a world without the war. In euros, the table starts with the United States, Germany and the Netherlands.

Open in the map →

These numbers measure money: aid to Ukraine and the change in what Russia keeps from trade, against a world without the war. Weapons count at their money value: aid at market value when delivered, weapons and troops sent to Russia at the seller's gain where Russia paid and in full where it did not. Votes, diplomacy and intent are not in them.

Party to the war (with Russia), not ranked

What we count that aid-only trackers don't

About the Kiel Institute figures

War Balance is not affiliated with the Kiel Institute's Ukraine Support Tracker; we use its aid data as one of our sources.

The Kiel column is the Institute's published figure for each country's own aid (military, financial and humanitarian). It differs from the aid counted here where weapons are valued at market value, loans count at their gift value, military aid counts when delivered and G7 loans repaid from Russian assets are left out. A dash means the Institute does not list the country.

Questions

Which countries are Ukraine's allies?

War Balance does not judge alliances; it measures money. In euros since 2022 the support table starts with the United States, Germany and the Netherlands; the 60 countries listed gave €349bn together, each also shown as a share of GDP and per person. Votes, statements and diplomacy are not in the number.

Which countries give the most to Ukraine?

In euros since 2022 the table starts with the United States, Germany and the Netherlands: the United States €82.6bn. Together the 60 countries in this table gave €349bn. As a share of GDP the order changes; each row gives both, and per person.

How is this different from an aid-only tracker?

It adds what aid-only trackers do not measure: the change in what Russia kept from each country's trade against a world without the war, the return Russia lost on money frozen there, refugee hosting, loans at their gift value and money flowing back to the donor. With all of that, 30 of the countries listed are very likely toward Ukraine and 6 very likely toward Russia.

Where do the aid figures come from?

Government aid starts from the Kiel Institute's Ukraine Support Tracker, adjusted: donated weapons at their market value, loans at their gift value, military aid counted when delivered. The Kiel column shows the Institute's own published figure for each country's aid next to what is counted here. Refugee hosting, EU shares and money flowing back come from other official sources, listed on each country page.

The columns by type split each country's support for Ukraine into its parts, from the site's research; they add up to the support column. Military aid to Ukraine, every country →
