# Sancties tegen Rusland per land: wie heeft ze?

Elk land en gebied op de kaart volgens de sancties tegen Rusland die er gelden (gecontroleerd op 27 oktober 2026), met de coalitie van het olieprijsplafond en de exportcontroles. Ruslands eigen lijst van ‘onvriendelijke’ landen heeft een eigen kolom: het is de lijst van landen waartegen Rusland optreedt, geen lijst van sancties, en ze verschillen.

## Wat is Ruslands lijst van ‘onvriendelijke’ landen?

In maart 2022 publiceerde de Russische regering een lijst van ‘onvriendelijke’ landen en gebieden: vooral landen die sancties tegen Rusland instelden of zich daarbij aansloten, zoals de EU-lidstaten, de Verenigde Staten, het Verenigd Koninkrijk, Japan en andere; later kwamen er nog bij. Het is niet hetzelfde als de lijst van landen met sancties: sommige staan erop zonder eigen sancties, andere passen sancties toe zonder erop te staan. Bedrijven en personen uit die landen krijgen in Rusland extra regels: schulden mogen in roebels op speciale rekeningen worden betaald, en de verkoop van een belang in een Russisch bedrijf vereist goedkeuring van de regering, een korting en een vertrekbetaling. De lijst is een indeling van de Russische regering; de cijfers op deze site meten geld richting Oekraïne of Rusland ten opzichte van een wereld zonder oorlog, geen politieke positie.

De 27 leden van de EU, 11 andere Europese landen die de sancties van de EU overnemen (Albanië, Andorra, Bosnië en Herzegovina, IJsland, Kosovo, Moldavië, Montenegro, Noord-Macedonië, Noorwegen, San Marino en Zwitserland) en 9 landen met sancties op grond van eigen recht (Australië, Canada, Japan, Nieuw-Zeeland, Singapore, Taiwan, Verenigd Koninkrijk, Verenigde Staten en Zuid-Korea); Bahama’s: een opdracht van de financiële toezichthouders. Gecontroleerd op 27 oktober 2026.

### Wat zijn de EU-sancties tegen Rusland?

De EU-sancties tegen Rusland staan in de Raadsverordeningen 833/2014 en 269/2014, waarmee elk lid in de Raad instemde. De 27 EU-lidstaten passen ze toe, en 11 andere Europese landen nemen ze over in eigen wetgeving (Albanië, Andorra, Bosnië en Herzegovina, IJsland, Kosovo, Moldavië, Montenegro, Noord-Macedonië, Noorwegen, San Marino en Zwitserland). Via de EU horen de lidstaten ook bij de prijsplafondcoalitie voor Russische olie. Ongeveer €210 mld aan reserves van de Bank van Rusland is in de EU geïmmobiliseerd (december 2025). ### Is Ruslands lijst van ‘onvriendelijke’ staten de lijst van landen met sancties?

Nee. De lijsten overlappen, maar verschillen. Op Ruslands lijst zonder eigen sancties: Micronesia. Nemen de sancties van de EU over zonder op Ruslands lijst te staan: Bosnië en Herzegovina, Kosovo en Moldavië.
